Thanks to your many phone calls and emails to the California state legislature and to the Governor’s office asking them to oppose SB 930 over the past two months, Governor Schwarzenegger vetoed SB 930 yesterday, September 30th, before the legislation would have been automatically enacted!

SB 930 would have weakened limited English proficiency (LEP) requirements under the Public School Performance Accountability Program and delayed the rate at which LEP students learn English.

In addition to your opposition calls and emails, ProEnglish sent a letter to the Governor in August urging him to veto the measure after the state legislature sent the bill to his desk for signing.

In his veto message, Gov. Schwarzenegger agreed with ProEnglish’s arguments against the bill and explained:

Ultimately, I continue to believe that schools should remain focused on providing English Learners with the necessary instruction and support to become English proficient. As an immigrant myself, I believe strongly that learning English as quickly as possible is essential to success in this state and this country. Therefore, I want to ensure that there are no disincentives in our school system to achieving that goal for our English Learner student population. For these reasons, I am unable to sign this bill.”
